West Midlands Construction Framework (CWM3) - Multi-Lot Contractor Partnerships

CWM3 is a publicly owned and managed framework providing general construction and building services for public sector clients across the West Midlands. The framework covers a wide range of construction activities including new build, extensions, refurbishment, retrofit, mechanical and electrical services, demolition, landscaping, civils, and specialist installations. Contractor Partners are selected across three performance-based lots: Lot 1 for Minor Works (£250,000-£5,000,000) with 8 partners, Lot 2 for Medium Works (£2,000,000-£15,000,000) with 6 partners, and Lot 3 for Major Works (over £10,000,000) with 6 partners. Selected contractors must demonstrate strong collaborative working practices and will be monitored against comprehensive performance indicators. The framework offers flexibility in contract selection, allowing authorities to use the CWM Model Form, NEC forms, JCT forms, or alternative arrangements including alliancing contracts. Call-Off contracts awarded under the framework cover entire projects as defined by authorities, and work can continue post-framework expiry if captured within an active Call-Off process. CWM is accredited by the National Association of Construction Frameworks (NACF) and commits to promoting best practice, social value, and strengthening links between local and central government. The mandatory standstill period ends 25 September 2026, with framework entry from 28 September 2026.
