    Brief

    Sport England, on behalf of the Sports Councils, is seeking a qualified supplier to comprehensively review and revise the Transgender Inclusion in Domestic Sports Guidance, originally published in September 2021. This review is required following the April 2025 Supreme Court ruling (For Women Scotland Ltd V The Scottish Ministers) that clarified the definition of 'sex' under the Equality Act 2010, and the updated Equalities and Human Rights Commission Statutory Code of Practice that became legally binding on 5 August 2026. The successful supplier will analyse the guidance from scientific, medical, and policy perspectives, incorporating findings from recent literature reviews, to produce updated guidance that helps National Governing Bodies of sport (NGBs) and other sport sector organisations develop transgender inclusion policies that comply with current legislation.
