Software Maintenance and Support Services for Environmental Permit Management System

This procurement contract is for the provision of maintenance and support services for an information system that manages and maintains the register of integrated environmental permits in accordance with Article 129, Paragraph 1 of the Environmental Protection Act. The contractor will be responsible for: 1. Resolving issues that affect the functionality of the information system, including: 1.1. Fixing software bugs and configuration issues within one business day; 1.2. Assisting with software configuration changes as needed, also within one business day; 1.3. Addressing other technical malfunctions within one business day. Note: These activities will be performed upon notification of issues from the contracting authority. 2. Weekly review of system logs for errors and unauthorized access attempts. 3. Monthly preventive maintenance of the software application and database. 4. Ongoing integration with other systems, with a workload not exceeding 24 person-hours per year. 5. Providing user consultations (experts from the Ministry of Environment and Water) regarding the system's functionality during business hours (9:00 AM to 5:30 PM) through an automated inquiry system, email, or phone for urgent issues. 6. Restoring the information system and data in case of a crash, including from backups, within one business day after notification. 7. Updating and delivering new documentation versions when discrepancies with actual functionalities are found. 8. If necessary, performing a one-time migration of the information system to a different IT infrastructure, including building a resilient virtualization platform, migrating the system, testing functionalities post-migration, and putting the migrated system into operation. The software applications covered by this contract are built on the following technological platform: Internet Information Server 7.5, .NET Framework 4.5, ASP.NET 4.5, ASP.NET WebApi, and C#. The database management system is Microsoft SQL Server Standard Edition 2012, with a possibility of upgrading to a higher version.
