Construction Supervision and Consulting Services for Energy Renovation in Pleven

The purpose of this contract is to select a contractor for consulting services to prepare a report on the investment compliance of a technical project and to exercise construction supervision for the energy renovation of a multi-family residential building, known as "Unity", located at 26 Patriarch Evtimiy Street and 90 Hristo Botev Boulevard, Pleven. This project has been approved for funding by the Ministry of Regional Development and Public Works under the procedure BG-RRP-4.024, which supports sustainable energy renovation of residential buildings as part of the National Recovery and Resilience Plan (NRRP). The scope of work includes the preparation of a Technical Investment Project and construction work that incorporates mandatory measures outlined in the building's Technical Passport, as well as implementing energy efficiency measures described in the report and energy efficiency certificate for the building. The technical project will include at least the following components: Architectural; Structural (if applicable); Electrical; Heating, Ventilation, and Air Conditioning (HVAC); Energy Efficiency; Fire Safety; Health and Safety Plan; Waste Management Plan; and Cost Documentation. The contractor will also prepare a comprehensive report assessing the compliance of the project documentation with essential construction requirements, including the Structural assessment (if applicable), according to the relevant laws. Construction supervision will be conducted in accordance with the requirements of the Construction Act and other applicable regulations, ensuring compliance with safety standards and legal execution. After the construction activities are completed, the supervising entity will prepare a final report on the project's implementation and compile the technical passport as required by law. The procedure for opening, reviewing, evaluating, and ranking offers will be conducted according to the relevant regulations.
