The contracting authority will conclude framework agreements for each lot for 12 months, with a maximum of 3 economic operators, with the resumption of competition. The first subsequent contract, as well as the following ones concluded during the validity period of the offer, will be signed without resuming the competition, according to the provisions of Article 118 paragraph 1 letter c of Law no. 98/2016 with the bidder among the 3 signatories of the framework agreement who presents the most advantageous offer following the application of the evaluation factors and the calculation algorithm. The awarding of subsequent contracts will be done by resuming the competition – in SEAP. The element that will be subject to re-offering is PRICE. The awarding criterion for determining the economic operator to whom the subsequent contract will be awarded: the best quality-price ratio. Economic operators have the right in the re-offering process to modify the element that is the subject of the resumption of competition (PRICE) only in the sense of improving it and without affecting the other elements/conditions established.
