    Brief

    Historic England is seeking an independent partner to evaluate the Neighbourhood Heritage Grants Programme and build capacity among grant recipients. The role involves two key components: (1) Programme-wide evaluation assessing reach, delivery, participant experience, and outcomes related to heritage understanding, place connection, and community participation in heritage decisions, combining quantitative analysis with qualitative research and case studies; and (2) Co-production and delivery of a capacity building programme offering training, mentoring, and peer learning focused on evaluation, evidence collection, and advocacy. The successful contractor will analyse evidence from all funded projects, inform future programme development, and create reusable resources, tools, and guidance materials for use across future grant programmes. This is a unique opportunity to shape how heritage organisations measure and demonstrate impact while strengthening the evaluation capabilities of the heritage sector.
