    This opportunity involves providing two integrated services for vulnerable children and young people in the council's care: (1) An Independent Advocacy Service that empowers care experienced young people, children on child protection plans, and children in need by providing confidential information, advice, support and representation to help them express their views and understand their rights. The service must also provide independent advocacy to homeless or at-risk 16-17 year-olds to support informed decision-making about accommodation. The advocacy service should be youth-led, champion children's rights, and comply with current guidance including the 2023 Effective Advocacy for Looked-After Children guidance. (2) An Independent Visitor Service that recruits and trains adult volunteers to befriend and support children in care through regular contact, offering emotional support, guidance on personal development, and early identification of welfare concerns. Independent Visitors help build children's confidence, self-esteem and ability to form healthy relationships while acting as safeguarding advocates. Suppliers should demonstrate experience in youth advocacy, safeguarding children, volunteer management, and delivering person-centred support services.
