Brief
This public procurement contract is part of a project under procedure BG16FFPR002-2.004 – 'Measures for the construction, expansion, and/or upgrading of municipal/regional systems for separate collection and recycling of biodegradable waste - second phase', funded by the 'Environment' Program 2021-2027, co-financed by the European Regional Development Fund of the European Union. The project aims to ensure the separate collection of all garden and food biodegradable waste, which is part of the mixed household waste stream in the partner municipalities of the Levski Region (Nikopol), through municipal systems. The specified containers for separate collection must be new and unused, fully compliant in volume, quantity, and capacity for separately collected waste. Based on calculations made according to the guidelines for determining the number and type of necessary containers for collecting and transporting recyclable and green waste, the required vehicles for the effective collection process are as follows: • Collection of green waste will be carried out using trucks with a crane for container type 'dump' and a container with a superstructure for transporting biodegradable waste; • Collection of biodegradable waste will be carried out using trucks capable of automatically lifting and emptying containers (4 and 16 cubic meters). The necessary number of containers for collecting green and biodegradable waste in the partner municipalities of the Levski Region (Nikopol) has been determined based on specific needs. Complete information regarding the scope, volume, and technical requirements for the execution of the public procurement is described and regulated in Part II 'Technical Specification', an integral part of the participation documentation. Important: Lot No. 2 will be awarded according to Art. 21, para. 6 of the Public Procurement Act, following the procedure valid for their individual value - through direct assignment according to Art. 20, para. 4, item 3 of the Public Procurement Act, and they cannot be freely participated in, i.e., offers cannot be submitted, while the remaining part of the contract for lots No. 1 and No. 3 will be awarded according to the general procedure - following Art. 74 and subsequent articles of the Public Procurement Act, through an open procedure. The execution of the contract must comply with all requirements of the Contracting Authority and strictly adhere to applicable national and international regulations governing the subject of the contract. A detailed description of the activities subject to the contract, as well as the requirements related to their execution, is contained in the Technical Specification - an integral part of the public procurement documentation. The procedure will be conducted according to Art. 104, para. 2 and para. 3 of the Public Procurement Act and under the conditions of Art. 61 of the Public Procurement Regulation (the so-called 'reverse order').
