Engineering Services for Road Expansion Projects in Poland

This contract involves the execution of road expansion projects. There are two parts to this contract: Part 1 focuses on the expansion project of Kasztanowa Street in Sierosław, while Part 2 involves the expansion of the road corridor for County Road No. 2419P – Poznańska Street in Lusowo, which includes the construction of a pedestrian path, bus stops, and a pedestrian crossing with lighting. Detailed descriptions for each part can be found in Attachment No. 2. Contractors may submit bids for any number of parts. For Part 1, the contracting authority anticipates the possibility of awarding additional orders for similar services up to 50% of the basic contract value, particularly for land division projects under the terms of the basic contract, subject to changes in deadlines and unit prices after negotiations. For Part 2, the authority may award additional orders for similar services up to 30% of the basic contract value, specifically for an additional map for project purposes, under the terms of the basic contract, with similar conditions regarding deadlines and unit prices. Contractors must indicate which parts of the contract they intend to subcontract and provide the names of subcontractors in the bid form (Attachment No. 1). If a contractor does not plan to use subcontractors, they should state 'not applicable' or a similar phrase in the form. If this section is left blank, the authority will assume the contract will be executed without subcontractors. The procedure is conducted as an unrestricted tender according to Article 132 of the Public Procurement Law, using the reverse procedure as outlined in Article 139. The process is conducted in Polish via the platform at https://platformazakupowa.pl/pn/tarnowopodgorne. Information on communication between the contracting authority and contractors, as well as the submission of statements or documents, is included in the procurement documents. The authority does not require a bid bond or performance security. Bids, along with the required documents, must be submitted on the platform by February 20, 2025, at 9:00 AM. The opening of bids will take place on February 20, 2025, at 9:05 AM.
