Bulgaria – Software Product Services – Upgrade of the SCADA System for Comprehensive Monitoring and Management of Water Supply and Sewerage Systems

This contract is part of Activity 4 of Project No. BG16FFPR002-1.001-0006 "Integrated Water Project for Burgas Region - Phase 2", funded by the "Environment Program 2021-2027", co-financed by the European Union. It involves upgrading the SCADA system and developing a Geographic Information System (GIS) for the territory of "Water Supply and Sewerage" EAD, Burgas. The upgrade of the SCADA system will include the following key activities: Activity 1 – Scope analysis, including assessment of all processes and parameters of the facilities to be integrated into SCADA, evaluation of the existing system, and upgrade possibilities; Activity 2 – Preparation of a detailed technical project for hardware and communication modules, design of the communication environment, description of the management logic of the facilities, monitoring parameters, executable functional commands, and interfaces; Activity 3 – Supply of equipment for the central dispatch center and local dispatch points; Activity 4 – Design, programming, implementation, and configuration of the system; Activity 5 – Data integration from wastewater treatment plants and pumping stations; Activity 6 – Integration of existing telemetry devices at the water meter zone input; Activity 7 – Supply, installation, integration, and commissioning of automation, measurement, and monitoring equipment; Activity 8 – User instructions and staff training. Detailed requirements for the execution of the activities subject to the contract are specified in the Technical Specification, which is an integral part of the public procurement documentation.
