Public Procurement Innovation Partnership for AI-Driven Tools

This is a follow-up notice regarding the procurement 550819/ Innovation Partnership for Utilizing AI in the Procurement Process. Tuomi Logistiikka Oy and Servica Oy are seeking a tool that automates and enhances the public procurement bidding process, development work, and procurement itself. The goal of the development project is to create a tool that automatically generates content suggestions for tender documents based on previous bidding materials and data. The tool will be capable of analyzing, producing, and verifying procurement documents. The system will automate the creation of tender documents by generating suggestions based on the organization's previous bidding materials and external data sources. The solution must utilize previous tender materials to produce content suggestions and compile documents. The aim of the development work is to create a completely new and innovative system product for the public procurement sector, which is why the procurement is being carried out through an innovation partnership method. In Finland, public procurements amount to over 37 billion euros annually, and there are thousands of procurement units. Due to changes in legislation and the operational environment, the number of ongoing procurements is expected to rise. Consequently, the demand for procurement experts will increase, and productivity-enhancing tools will be needed. Tuomi and Servica are addressing this challenge by developing a new solution that meets the growing demand and improves procurement productivity. This development collaboration is seeking an active partner. For the supplier, the project offers an opportunity to participate in product development, which may open new markets and customer bases. The project's outcome aims to provide the supplier with a marketable product that has a broad market among procurement units in Finland and internationally. The innovative public procurement and development collaboration project is funded by Business Finland.
