Consulting Services for Urban Planning and Municipal Engineering in Oulu (2026-2028)

The City of Oulu's Community and Environmental Services is seeking proposals for a framework agreement for urban planning and municipal engineering services. The request for proposals includes the following separate components: A. Strategic traffic studies B. General traffic planning C. Accessibility D. Traffic counting E. Design of traffic lights, telematics, and intelligent transportation systems F. Public transport-related planning G. Noise, vibration, and structural noise studies and measurements H. Nature and landscape studies I. General environmental planning related to zoning J. Other green environment-related studies and plans K. Stormwater studies and planning L. Groundwater and water body planning, studies, and monitoring M. Expert tasks related to contaminated land N. Geotechnical planning O. Field studies (measurements and subsurface investigations) P. Planning of streets and public areas Q. Environmental planning R. Bridge and structural design S. Lighting and electrical planning. The framework agreement covers the entire city of Oulu, but most orders will come from the contracting entity. The agreement is intended to be valid from February 1, 2026, to December 31, 2028, with an option for an additional year from January 1, 2029, to December 31, 2029. If the start of the agreement is delayed due to appeals, the start will be postponed until the market court has made its decision. Contracts will be drafted separately for each component A-S, and the contracts are not interdependent. If the procurement of one or more components is delayed from the proposed schedule (e.g., in possible disputes), contracts may be made for only part of the components. Consultants can offer only some or all components. The planning includes interactions such as workshops, planning meetings, possible site visits, management and equipment meetings, as well as discussion and presentation events. The client is responsible for making the plans publicly available and for public announcements and notifications during the planning process. Owners of technical networks will design their own systems. The consultant's task includes coordinating the design of utilities and planning the placement of utilities and equipment in collaboration with network owners. The planning will adhere to general guidelines and standards in the field, as well as the planning guidelines and standard drawings of the Community and Environmental Services and Oulu Water, as applicable. Safety and occupational safety legislation requirements must be considered in the planning. A designated representative of the client will act as a safety coordinator during the planning work. The designer must prepare safety documents and a risk assessment according to the safety coordinator's instructions.
