Equipment Services for Oulu City

The procurement involves organizing equipment services primarily for the City of Oulu's Urban Environment Services. Other departments and enterprises of the City of Oulu, such as the Education and Cultural Services, Oulu Water Utility, and Oulu Facility Services, will also utilize these equipment services. The requested services include snow removal at designated snow disposal sites, soil disposal at excavation sites, shaping of embankments, maintenance tasks, work for the Oulu Water Utility, and other tasks specified by the client. The equipment services are divided into five groups according to the tender forms: Group 1: Excavator Services, Group 2: Wheel Loader Services and Compaction Services, Group 3: Excavator Services for Soil Disposal, Group 4: Wheel Loader Services for Soil Disposal, Group 5: Excavator Services for Oulu Water Utility. Minimum requirements for equipment operators are set for Groups 3 to 5. The estimated contract period is from November 1, 2025, to May 31, 2027, with possible options for extensions from June 1, 2027, to May 31, 2028, and from June 1, 2028, to May 31, 2029. The client will notify about the use of options at least three months before the end of the current contract period or the first option period. If the start of this contract is delayed due to a complaint process, the agreed dates and the contract's validity will also be postponed. The parties will negotiate changes regarding the adjustment of the agreed dates considering the duration of the delay.
