Romania – Police Uniforms – Tactical Pants and Tactical Shirt – Service Uniform

The contracting authority intends to establish a framework agreement for the procurement of products for each lot, for a period of 24 months, with a single economic operator, without re-competition. The procurement includes: Lot 1: - Summer tactical pants: minimum 500 and maximum 30,000 pairs, according to the technical specifications attached to the terms of reference; - Winter tactical pants: minimum 500 and maximum 30,000 pairs, according to the technical specifications attached to the terms of reference; Lot 2: - Tactical shirt: minimum 500 and maximum 30,000 pieces, according to the technical specifications attached to the terms of reference. The estimated quantity subject to the subsequent contract: Lot 1: - Summer tactical pants: minimum 50 and maximum 7,500 pairs; - Winter tactical pants: minimum 50 and maximum 7,500 pairs; Lot 2: - Tactical shirt: minimum 50 and maximum 7,500 pieces. The value of the largest subsequent contract will be: • 9,750,000.00 lei excluding VAT for Lot 1; • 3,900,000.00 lei excluding VAT for Lot 2. The delivery time for products for all lots is 4 months from the date of signing the subsequent contract by the last party, except for subsequent contracts concluded for equipping graduates of military schools (for a maximum quantity of 500 pieces/pairs) which will have a delivery time of 2 months. The contracting authority will respond clearly and completely to all requests for clarification/additional information, only once, on the 11th day before the deadline for submitting offers, provided that these requests have been submitted within the specified time frame in SECTION I, namely 19 days before the deadline for submitting offers, as follows: – Number of days until which clarifications can be requested before the deadline for submitting offers: 19; – Deadline for the authority's response to requests for clarification/additional information – the 11th day. To ensure equal treatment, interested economic operators will comply with the provisions of ANAP notification no. 247 regarding the method of submitting requests for clarifications and additional information in the award documentation/responses formulated in the case of conducting public procurement contract award procedures through electronic means (online), in the sense that the documents attached to the "Questions" section WILL NOT CONTAIN THEIR IDENTIFICATION DATA, as these will become public upon the authority's response!
