    Brief

    This contract involves the establishment of framework agreements for six lots over a maximum period of 24 months, from January 1, 2026, to December 31, 2027. Each lot pertains to the procurement of residential social care services for the elderly, with the following specifications: Lot 1 for 9 beneficiaries, Lot 2 for 8 beneficiaries, Lot 3 for 7 beneficiaries, Lot 4 for 8 beneficiaries, Lot 5 for 9 beneficiaries, and Lot 6 for 9 beneficiaries. Estimated minimum and maximum values for the framework agreement and subsequent contracts for each lot are detailed in the annex to the specifications. Services will be provided in Romania by an accredited provider in accordance with Law No. 197/2012, in licensed locations organized as care and assistance centers, following the standards set by Order MMJS No. 82/2019 for social services for adults with disabilities. Beneficiaries will be admitted to the residential center based on a decision from the Evaluation Commission for Adults with Disabilities. All technical aspects regarding the requested services and the content of the offers submitted by bidders are included in the specifications. The contracting authority will respond clearly and completely to all requests for clarifications or additional information submitted within the timeframe specified in the participation announcement, which is 10 days before the deadline for submitting offers. Requests for clarifications can be made up to 12 days before the submission deadline. A single bidder may submit offers for a maximum of 6 lots.
