Brief
This procurement process has been suspended. The procurement aims to acquire expert services for the Ministry of Social Affairs and Health (STM) and the Ministry of Finance (VM) as specified in the request for proposals and its attachments. The procurement will be implemented as a framework agreement divided into three areas: 1. Support for the development of social and health care management - The goal is to assist STM and VM in developing and implementing an effective management system. This support may involve guidance on social and health care content, guidance for welfare areas, and/or management of information and digitalization. 2. Support for the overall architecture work in social and health care - This includes expert tasks related to defining and assessing the overall architecture of the social and health care sector. Tasks include defining and maintaining architecture descriptions, assisting in organizing meetings and workshops, and general planning, support, monitoring, and reporting tasks related to the overall architecture. 3. Support for information management in social and health care - This includes consulting and conceptual services for information management and tasks related to evaluating the effectiveness of the social and health care service system. The procurement is described in more detail in the request for proposals and its attachments, particularly in attachment 1 "Description of the Procurement Object". Suppliers will be selected based on the following criteria: - Area 1: up to five (5) suppliers in order of priority, unless there are fewer suitable providers - Area 2: up to three (3) suppliers in order of priority, unless there are fewer suitable providers - Area 3: up to three (3) suppliers in order of priority, unless there are fewer suitable providers. A total of up to 11 suppliers may be selected. According to Section 42, Subsection 3 of the Procurement Act, area-specific contracts may be concluded with fewer than five (5) suppliers in area 1 and fewer than three (3) suppliers in areas 2 and 3 if there are fewer than the required number of suitable providers or acceptable bids. The contracting authority may extend the contract for two (2) additional periods of up to one (1) year each under the terms of the contract. SCOPE OF PROCUREMENT The total maximum value of all areas of procurement is 6,600,000 euros (excluding VAT), including possible extension periods. The estimated maximum value is divided as follows: 1. Support for the development of social and health care management - 4,000,000 euros (excluding VAT) 2. Support for the overall architecture work in social and health care - 1,200,000 euros (excluding VAT) 3. Support for information management in social and health care - 1,400,000 euros (excluding VAT).
