Architectural and Engineering Services for Child Psychiatry and Hospital School Facility Arrangements - Supervision Tasks

The North Ostrobothnia Welfare Area (referred to as the Client in the tender documents) is requesting your bid for the supervision work related to the Child Psychiatry and Hospital School Facility Arrangements project (referred to as the Project in the tender documents). The main objectives of site supervision are to ensure compliance with the project execution agreement, prevent errors and issues, and ensure the achievement of time and financial goals. This procurement focuses on the supervision work for the Child Psychiatry and Hospital School Facility Arrangements in the North Ostrobothnia Welfare Area. The building will house workspaces for specialized staff in child psychiatry, consultation and support rooms, facilities for child and adolescent forensic psychiatry, as well as spaces for the hospital school, which will include classrooms, a technical work area, and a gym. The project will be executed as a new construction adjacent to the L4 building located at Kajaanintie 50 in Oulu, with a fixed internal connection. A space program has been developed for the building, with a total area of approximately 2900 square meters. The project will be carried out as a collaborative target price KVR contract, where the contractor is responsible for the planning, obtaining permits, and construction of the project. In the collaborative KVR contract, plans are developed in cooperation with the client and users during a separate development phase before drafting the final contract. The scope of the project is approximately 2,900 square meters, with an estimated value of around €11,000,000 excluding VAT. The project's timeline is as follows: - Bidding phase 04–10/2025 - Development phase 11/2025-02/2026 - Construction phase 03/2026–04/2027 - Acceptance and commissioning phase 04/2026–06/2027 - Warranty period 06/2027–06/2030.
