Brief

The North Ostrobothnia Welfare Area (referred to as Pohde) is requesting bids for departmental imaging machines as outlined in this request for proposals and its attachments. The procurement is for departmental imaging machines for the North Ostrobothnia Welfare Area, Lapland Welfare Area, Kainuu Welfare Area, and Central Ostrobothnia Welfare Area. A framework agreement will be established, selecting two (2) devices. The devices will be prioritized based on the bid comparison. Orders will be placed with the selected suppliers according to this priority. The priority will be determined based on the bid comparison, and deviations from this priority can only occur in special circumstances and for justified reasons. Justified reasons may include: 1. Different treatment methods and practices in hospitals; a hospital may not be able to use the products of the first-ranked supplier for justified reasons. 2. Compatibility issues with certain items/devices, including delivery reliability; a hospital may have another tool that is not compatible with the product of the first-ranked supplier. 3. A wide range of patient materials and individual medical needs; individual medical needs may prevent the use of the product from the first-ranked supplier. 4. Delivery disruptions; if there are delivery disruptions or repeated complaints (in writing three times within three months) and the supplier has not taken corrective actions after the complaint, the procurement unit may order products directly from the second-ranked supplier after notifying the first-ranked supplier. 5. Educational considerations; due to educational hospital obligations, the selection must be broad, and the hospital must have access to various products for educational purposes. The procurement units aim to primarily adhere to the priority order and not deviate from it longer or more than necessary for justified reasons. The procurement contract is valid for two (2) years, with an option for 1+1 additional years. The buyer will decide on the use of options separately. Additionally, the buyer will decide separately on any potential maintenance contract and its scope after the warranty period. The offered devices must have a trial use opportunity at Pohde's facilities. The consumption amounts of the devices indicated in the request for proposals are estimated consumption amounts for the procurement period. The estimated device consumption amounts are provided to the bidder solely to support the proposal. The procurement contract does not create a mandatory purchase obligation for the procurement unit, and actual consumption may be higher or lower.
