Street Lighting Maintenance Contract for Aylsham Town Council

Aylsham Town Council is seeking qualified contractors to provide inspection, maintenance, repair, and emergency response services for approximately 434 street lighting assets over a five-year period (October 2026 to September 2031), with a potential 12-month extension. Key responsibilities include: annual visual inspections and cleaning of all assets with defect reporting; electrical inspection and testing (EICR) of 20% of assets annually to ensure full coverage by year five; 24-hour emergency callout service with response times ranging from 2 hours for dangerous faults to 5 working days for routine outages; maintaining an electronic asset register; and providing professional advice on replacement and lifecycle planning. Contractors must demonstrate minimum five years' public lighting experience, NICEIC or equivalent electrical accreditation, £10 million public liability insurance, and Highway Electrical Association membership (preferred). Tender evaluation will be based on price (50%), technical qualifications and insurance (15%), relevant experience (15%), company liquidity (10%), and environmental/social value (10%).
