Electricity Supply Contract for Renewable Energy

This procurement process is for the supply of electricity to meet the needs of the contracting authority. The supplied electricity must contain at least 50% from renewable sources. This requirement aims to stimulate the production of energy from renewable sources, making it more competitive compared to conventional energy sources, and to encourage the construction of new renewable energy sources for sustainable development. Renewable energy includes energy from non-fossil sources such as wind, solar (thermal and photovoltaic), geothermal, environmental energy, tidal and wave energy, hydropower, biomass, gas from waste, gas from wastewater treatment plants, and biogas. The selected supplier (Provider) must provide a valid certificate from the Register of Guarantees of Origin of Electricity, issued by an independent body, confirming that at least 50% of the supplied electricity was produced from renewable sources. If the required certificate is not provided, or if the provided certificate does not prove that the percentage of renewable energy stated in the offer is met, this will be considered a breach of contract, allowing the contracting authority to activate the performance guarantee and take further actions according to applicable regulations. The body responsible for issuing guarantees of origin in Croatia is the Croatian Energy Market Operator (HROTE). Bidders must submit a declaration with their offer stating that they will provide the guarantee of origin after the contract is executed, confirming that the electricity share stated in the offer is produced from renewable sources.
