Brief
The framework agreement focuses on the development, maintenance, modernization, and execution of specific works related to green areas and parks in the Chiajna commune. This initiative aims to enhance the quality of life for local residents. The agreement is classified as a mixed contract, as defined by Article 35, paragraph (1) of Law no. 98/2016, which pertains to contracts involving at least two types of public procurement, including works, services, or products. In this case, the primary type of procurement is for services. The Chiajna commune is undergoing rapid urban development, which is altering the balance between the natural environment and human needs. Additionally, population growth and territorial limitations necessitate protective measures to maintain a high standard of living. Therefore, it is essential to maintain and develop public spaces to improve the community's image and reduce pollution. This includes the upkeep of green spaces, parks, playgrounds, and urban furniture. Key financial details include: a) Estimated value (excluding VAT) of the largest subsequent contract: 4,707,025 lei; b) Estimated value (excluding VAT) of the smallest subsequent contract: 1,016,800 lei; c) Maximum estimated value (excluding VAT) of the framework agreement: 29,949,821 lei; d) Minimum estimated VAT value of the framework agreement: 14,522,066 lei. Suppliers can submit clarification requests up to 18 days before the deadline for submitting offers. Clarifications requested after this period will not be considered. The contracting authority will respond to all clarification requests on the 11th day before the submission deadline. Activities and services are detailed in the specifications and attached annexes. Clarification requests must be submitted in an editable format and signed with an extended electronic signature. According to Article 104, paragraph (8) of Law no. 98/2016, the contracting authority may opt for the subsequent procurement of similar services from the winning bidder within a maximum period of 48 months, amounting to 14,974,910.5 lei. The total estimated value of the framework agreement (including similar services) is 44,924,731.5 lei excluding VAT.
