Real Estate Services in France – Monitoring Mission for the Territorial Pact 'Bien Chez Soi' with France Renov'

The law n° 2021-1104 of August 22, 2021, known as the 'Climate and Resilience' law, has entrusted the National Agency for Housing (Anah) with the deployment of the public service for energy performance in housing (SPPEH) to local authorities. In this context, a new programmed intervention mechanism has been created: the Territorial Pact France Renov'. Since 2017, the metropolitan area has developed an innovative service with the 'Bien chez soi' platform, which includes PIG and OPAH programs. This unique response has enabled the metropolitan area to deploy a service that addresses two public policies (housing and environment) and supports a large number of residents in their renovation projects, regardless of the type of work or their income levels. The metropolitan area aims to sustain this service, recognized as a key tool in the private housing policy outlined in the Local Housing Program currently being adopted. It will engage in this new contractual model to maintain the efficiency of the user journey in line with the needs of households.
