Architectural Services for Mont Faron Safety and Stabilization

The Mont Faron area is at significant geological risk, particularly due to the potential for rockfalls that threaten human safety and property below. Since 2003, various geotechnical studies have been conducted to assess these risks and prioritize necessary projects. Recent climate events have exacerbated the situation, leading to new ground movements and the need for additional studies and stabilization work. To ensure a coordinated approach, the city has tasked the Metropole TPM with overseeing all administrative, technical, and environmental procedures related to the stabilization of the cliffs, including public procurement processes. The previous contract for project management expired on September 7, 2025, necessitating a new procurement process in collaboration with the city of Toulon to maintain consistency in studies. This contract aims to assist both project owners in monitoring natural risks, such as rockfalls, and overseeing stabilization work (both planned and emergency) on Mont Faron. The scope includes project management (design and execution) for 7 out of 19 defined operations related to safety and stabilization, as well as for any urgent new stabilization operations. Technical assistance tasks include: - Overall management of the temporary monitoring system for Mont Faron - Emergency response for ground movements and rockfalls - Support in preparing technical documents for the framework agreement related to stabilization and temporary monitoring of the cliffs. Additional intellectual services include: - Geotechnical engineering services (field surveys, tests, or measurements) - Geotechnical and geophysical investigations - Site reconnaissance (geotechnical diagnostics) - Specific topographic services - Helicopter reconnaissance - Trajectory studies at the preliminary and detailed design stages - Updates on financial estimates for the costs of safety and stabilization projects on Mont Faron.
