    Brief

    The City of Lohja and its owned companies are seeking bids for indoor climate assessments, planning of repair solutions, and cost estimates for their owned or used properties for the years 2026-2027 (2028) with a possible one-year extension. The focus areas are primarily schools, daycare centers, care facilities, and office buildings. The procurement will be conducted as a framework agreement, selecting 1-2 service providers. The expert services must include indoor environment studies for office and service buildings, technical expert assessments, and evaluation and measurement services related to housing health and work environments. Additionally, the procurement includes repair planning with various options depending on the size of the facility. The indoor climate expert will serve as a consultant for the indoor climate working group. Responsibilities include scheduling for studies and sampling, cost estimates, monitoring of works, coordinating with users regarding research schedules and information sessions, and preparing reports and summaries for the projects. The contractor must also handle necessary structural openings and their repairs. The service must include presenting research results, preparing repair plans and work instructions, conducting inspections during repair work, and creating cost estimates for repair planning. The client requires that the company can perform all tasks related to the assignment as a cohesive whole. The provider can be a company offering all required services or part of them, with some services subcontracted. Project managers must be employed by the bidding company. Experience in collaboration with various stakeholders (e.g., health services, occupational safety, facility users) and presenting research results to different audiences (e.g., teachers, parents, decision-makers) is also required. The provider (employee) must have solid experience in indoor climate research and repairs, as well as in presenting research results. Long work experience in solving indoor climate issues will be considered an advantage. The bid must include a designated contact person and a backup for the entire contract period. It is advantageous if the service provider can prepare repair plans and has a model for monitoring indoor climate repairs, which should be included in the bid (considered in quality scoring). A framework agreement will be made with the selected provider(s), but it does not obligate the client to purchase the products defined in this request for proposals. The client is not committed to ordering any research from the service provider during the contract period, but studies will be ordered as needed and within budget limits. Ongoing projects will continue to completion if accepted!
