    Brief

    The Council seeks a contractor to supply supplemental enforcement officers on an as-needed basis to support council operations. Officers will issue Fixed Penalty Notices (FPNs) and statutory notices for environmental violations including litter, waste offences, and anti-social behaviour under the Environmental Protection Act 1990 and Anti-Social Behaviour Crime & Policing Act 2014. The contractor must provide a minimum of six (6) vetted and trained Supplemental Neighbourhood Patrol Officers available at any given time. These officers will support the Council's in-house enforcement team during periods of high demand, staff absence, and annual leave. The contractor is required to manage all operational costs, with any surplus revenue returned to the Council, making this a cost-neutral arrangement.
