Supply of Euro 5 Diesel Fuel for Vehicles and Equipment

This contract involves the supply of Euro 5 diesel fuel necessary for fueling vehicles and equipment owned by SC Drumuri Judetene Constanta SA. The framework agreement will involve a maximum of three economic operators and will last for 48 months. The total quantity under the framework agreement ranges from a minimum of 1,200,000 liters to a maximum of 6,000,000 liters, with a minimum value of 7,080,000 lei (excluding VAT) and a maximum value of 35,400,000 lei (excluding VAT). Subsequent contracts will require a minimum of 50,000 liters and a maximum of 250,000 liters, with values ranging from a minimum of 295,000 lei (excluding VAT) to a maximum of 1,475,000 lei (excluding VAT). The transportation of the diesel fuel must be carried out using authorized transport means (tankers) that are specifically designed for transporting chemical products, properly marked and labeled according to the provisions of Regulation (EC) No. 1272/2008 regarding the classification, labeling, and packaging of hazardous substances and mixtures, and equipped with a flow meter. The tankers must be calibrated and hold calibration certificates issued by the Romanian Bureau of Legal Metrology (B.R.M.L) that are valid throughout the contract duration. According to the specifications, the maximum delivery time for the products is five working days from the date of order transmission by the contracting authority, while the minimum delivery time is one working day. Clarifications can be requested up to 18 days before the deadline for submitting offers, and the contracting authority will respond to clarification requests on the 11th day before the submission deadline.
