    Brief

    The Cheshire and Warrington Combined Authority (CWCA) is commissioning an Independent Economic Review to identify growth opportunities and constraints in the subregion. A critical component of this review is understanding water infrastructure needs and developing integrated water planning. The opportunity involves creating a strategic, evidence-based outline water plan that bridges national and regional water planning processes with local growth, spatial planning, and environmental objectives. This work will support the newly established North West Regional Systems Planner (RSP) and align with the Government's Water White Paper commitment to regional water system planning ahead of the PR29 investment cycle. Consultants will develop a place-based evidence base addressing water infrastructure upgrades, flood and drought resilience, ecosystem services, and agricultural resilience to ensure water is not a constraint to local economic growth. The project will influence water investment planning at regional and local levels while supporting wider environmental and economic ambitions across the subregion.
