Defining the Future Digital and Technology Operating Model for Health and Care

The Department of Health and Social Care (DHSC) is seeking support to conduct a focused operating model sprint that will redesign how technology, digital, and data functions are organized and delivered across the UK health and care system. The project aims to establish a new central digital centre (with emphasis on cybersecurity and data capabilities), determine which functions should be centrally managed versus regionally federated, and create a clear governance structure for decision-making across the system. Suppliers will help develop multiple organizational structure options, including product-focused approaches aligned with Modern Service Frameworks, create a workforce strategy, and produce a detailed transition plan with three key phases: an immediate interim model, an April 2027 consultation model, and a final end-state design. The work will ensure that any changes protect existing live services and delivery commitments, including the 10 Year Health Plan, while staying within the Spending Review 2025 financial envelope. Approximately three months of specialist consultancy support is budgeted, supported by a dedicated DHSC and NHS England working team, Department for Science, Innovation and Technology (DSIT) input, and oversight from a steering group with senior governance. Engagement with HM Treasury, Cabinet Office, DSIT, and assurance bodies will be proactive and ongoing throughout the sprint.
