    Brief

    This contract involves the design and execution of construction works for the project "Increasing the Capacity of the Tczew – Gdynia Route: Section Pszczółki – Pruszcz Gdański". The scope of the contract includes the following elements: 1) Basic scope: a) Preparation of project documentation, including: i) construction project with author supervision, ii) obtaining building permits and other necessary administrative decisions, iii) development of the executive project, iv) preparation of as-built documentation, including geodetic as-built documentation; 2) Construction works in the following areas: a) pavement and subgrade, b) railway traffic control devices, c) telecommunications devices and systems, d) traction network with power supply, e) electrical engineering devices and systems up to 1 kV, f) engineering structures, g) platforms and building structures, h) geology; 3) Construction of facilities for environmental protection; 4) Conducting compliance assessment of structural subsystems covered by the contract at each stage (design, construction, and final subsystem testing) and providing relevant EU verification declarations and certificates for the subsystems. Suppliers must submit a Uniform Document with their offer to demonstrate their eligibility to participate in the procurement process. If multiple suppliers are applying together (e.g., a consortium), each must submit their own Uniform Document. The document serves as a temporary proof confirming the absence of grounds for exclusion and compliance with participation conditions at the time of offer submission. The contracting authority informs that suppliers may use guidelines provided by UZP for filling out the Uniform Document, which are available at: https://www.gov.pl/web/uzp/jednolity-europejski-dokument-zamowienia. Suppliers relying on the capabilities or situation of resource-providing entities must also submit a Uniform Document for each resource provider, confirming their eligibility. Additionally, suppliers indicating subcontractors must submit a Uniform Document for each subcontractor to demonstrate the absence of grounds for exclusion. Along with the offer, suppliers and any resource providers must submit declarations regarding exclusion grounds as specified in the relevant regulations. The contracting authority will request the highest-rated supplier to submit updated documents confirming their eligibility before selecting the best offer.
