Germany – Control and Monitoring Services – Conclusion of a Non-Exclusive Framework Agreement for Control Inspections in Road Construction and Other Material Investigations in the Open-House Procedure of the Northern Bavaria Branch

The framework agreement covers control inspections in road construction and other material investigations according to the specifications of the service description. The services are divided into the following service areas: Service Area 01: Soils, Soil Improvement, and Soil Stabilization according to ZTV E-StB Service Area 02: Layers without Binding Agents according to ZTV SoB-StB Service Area 03: Load-Bearing Layers with Hydraulic Binding Agents and Concrete Pavements according to ZTV Beton-StB Service Area 04: Asphalt Construction Methods according to ZTV Asphalt-StB Service Area 05: Bitumen Investigations according to TL Bitumen-StB and Investigations on Bitumen Emulsions according to TL BE-StB Service Area 06: Surface Properties Service Area 07: Road Marking - Testing of the Finished Performance in New Condition according to ZTV M Service Area 08: Environmental Analytics. The service areas are also referred to as "lots" in this announcement form due to the specification of terminology. The conclusion of the framework agreements for the provision of the services specified in the service description (Annex 1 to the framework agreement) takes place through a so-called "Open-House Procedure" (more details in Section VI.3 and in the letter that can be accessed via the electronic address provided in Section I.3). The framework agreement to be concluded includes, for each contractor, those service areas specified in the service description (Annex 1 to the framework agreement) for which the admission requirements have been demonstrated with the admission application. The framework agreement includes the provision of services in the area of responsibility of those branches of the Northern Bavaria branch of the contracting authority for which a contractor has been approved based on their admission application. Individual orders placed based on the concluded framework agreement can include all services or only parts of one or more service areas for which a contractor has been approved. The Open-House Procedure runs from publication until May 31, 2025, and can be extended twice by one year each. Admission applications and thus the conclusion of a framework agreement can be submitted throughout the entire duration of the Open-House Procedure. A framework agreement comes into effect upon the approval of an interested party and ends, subject to extension options, on May 31, 2025. The framework agreement can be extended analogously to the Open-House Procedure twice until May 31, 2026, or May 31, 2027. Further details are regulated by the framework agreement.
