    Brief

    The Siemensbahn project is being executed as a partnership model for rail services. The selection of partners will occur through five staggered procurement procedures, divided into the following packages: 1. Planning (this package), 2. New Construction, 3. Renovation, 4. Rectifier Substations, and 5. Traffic Facilities. In Package 1, the planning partner will coordinate the involvement of construction partners and their expertise during an integrated planning phase. The planner is responsible for comprehensive cross-disciplinary planning and will lead the coordination during this phase. During the construction phase (optional), the planning partner will also oversee the management and quality assurance of the implementation by the construction partners, ensuring compliance with requirements, planning, and permits. The planning partner will continuously optimize the planning and actively support and advise construction partners on planning issues. The services included in Package 1 are as follows: Technical Planning: Execution planning for all trades, except for GUw & OLA components, environmental planning, building planning (PA 1.2 and PA 1.3), and preparation of specifications and performance descriptions based on execution planning. Special Services: Logistics planning including demolition and disposal, construction phase planning, need for blocking periods (including registration), noise and vibration management during construction, traffic management planning, emergency and fire protection concepts, coordination with heritage protection, visualization/simulation of planning, and artistic support for the Westhafen subway access (only PA Westhafen). According to the agreed IPA contracts and concepts for the partnership model, all necessary planning services are to be summarized into a "Planning" package, which is responsible for the overall planning of the project. Other packages are also involved. For the Siemensbahn, the planning of rectifier substations and overhead line systems is excluded, as these will be handled by other specific packages. Additionally, PT1 and PT2 planning will be provided by the client. BIM Services: The exact requirements for BIM services will be described in the Client Information Requirements (AIA) (Annex C.02.03; to be provided during the negotiation process). Key service positions include: Establishing common BIM goals within the partnership based on the client's BIM goals, defining common BIM use cases based on the client's use cases, model-based planning using building data models according to BIM methodology, implementing the defined BIM use cases, and overall BIM coordination during the planning phase. The technical descriptions of the planning for Package 1 are derived from the services of the other packages (2, 3, 4, and 5). Planning interfaces with other packages must be captured, coordinated, and considered during the development of the integrated planning. Valid planning foundations (laws, regulations, and guidelines) must be applied for the execution planning. Additional services include support and collaboration in obtaining UiG/ZiE.
