    Brief

    This contract involves coordinating a scientific evaluation of Section 5c of the Infection Protection Act (IfSG) in Germany. The evaluation will be interdisciplinary, drawing on legal, medical, and ethical insights. It will be conducted by 10 to 14 independent experts, half of whom will be appointed by the Federal Ministry of Health and the other half by the German Bundestag. The contractor will act as the coordinator, establishing the organizational and methodological framework that enables the experts to carry out the evaluation. The contact details of the experts will be provided to the contractor by the client before the work begins. The experts will be informed about the evaluation's objectives during their appointment process. The contractor will collect data from a representative selection of hospitals with intensive care services in Germany through an online survey to address the evaluation aspects mentioned in Section 1 - Background. The survey content will be determined by the experts. Criteria for selecting the representative sample will include the location and size of the hospital. The survey response rate must be at least 20 to 30%.
