Germany – Waste Management Services for Medical Supplies and Equipment

The Federal Ministry of Health (BMG) is seeking to procure waste management services for medical consumables and supplies, medical devices, and accessories at storage locations in Nohra (Lot 1) and Elsenfeld (Lot 2). This procurement will be conducted through an open European procedure as per VgV regulations. In response to the rapid spread of the novel coronavirus SARS-COV-2 in early 2020, the BMG initiated the procurement of medical products and supplies. When these items can no longer be used, proper waste management is necessary. The BMG relies on external disposal companies to provide these services. The items primarily consist of personal protective equipment, with a smaller portion being large medical devices, small passive devices, and accessories. The items are stored on pallets in warehouses managed by third-party logistics providers at the locations 99428 Nohra (Lot 1) and 63820 Elsenfeld (Lot 2). The contractor will collect the items, in the form of whole pallets, using a 40-ton truck at the storage location and will then dispose of them properly through energy recovery or alternative recovery methods in accordance with legal regulations, particularly the law promoting circular economy and ensuring environmentally sound waste management. A pallet of personal protective equipment, small passive devices, or accessories typically contains homogeneous items of a single product type, packaged in outer boxes and sometimes in additional boxes or plastic packaging. Pallets with large devices generally include medical devices along with their accessories, typically consisting of boxes with devices and additional boxes with accessories. The contractor is responsible for ensuring that the items and their packaging are disposed of in compliance with legal requirements. An estimated portion of up to 60% of the items must be disposed of through energy recovery without retaining economically usable residues due to customs regulations (customs-compliant disposal). The remaining items can be disposed of using alternative recovery methods as per legal regulations. The specific method of disposal (energy or alternative recovery) will be specified by the BMG for each disposal order. The BMG does not guarantee specific quantities for each disposal method but does guarantee a minimum order quantity as specified in the service description.
