    Brief

    The Free State of Bavaria, represented by the Government of Upper Bavaria, operates the Anker-Dependance located at Lotte-Branz-Straße 2 in Munich, 80939. This facility accommodates asylum seekers for an average duration of 6 to 18 months and consists of a seven-story building that includes living quarters for asylum seekers, as well as administrative and communal spaces. The facility has a regular capacity of 400 individuals, although this capacity and occupancy may change on short notice. Given the sensitive nature of this property, both the premises and its residents require special protection. The primary objectives of the contracting authority (AG) are to ensure the safety and protection of the life, health, and property of asylum seekers, AG staff, visitors, and other authorized individuals, as well as to maintain the integrity of the premises and ensure the orderly operation of the accommodations. To fulfill this protective mandate, the Government of Upper Bavaria is commissioning a security company to provide security services, including access control, with qualified personnel who can perform these tasks flexibly and reliably. The contractor (AN) and their staff must ensure the AG's protection goals are met, treat asylum seekers with respect, and coordinate with other service providers on-site to achieve these objectives. The sensitive nature of the security task, the heightened public visibility, and the unique circumstances involved in working with foreign refugees (e.g., language barriers, trauma, and diverse mentalities and cultures) must be carefully considered. Furthermore, the security relevance of this task necessitates a close, trusting, and cooperative collaboration between the contractor and the AG, as well as between the contractor and other service providers, the police, and relevant authorities and associations. Therefore, the AG places great importance on timely and intensive information exchange and the reliability of the contractor and their staff.
