    Brief

    This contract involves a framework agreement for the supply of various food products divided into six lots, necessary for providing meals to institutionalized beneficiaries within apartment complexes, social services for children, and care and assistance centers under the Directorate General for Social Assistance and Child Protection of Botosani. The contract period is from May 1, 2025, to April 30, 2027. Products will be delivered according to the specified quantities and technical characteristics outlined in the specifications document. The public tender aims to establish a framework agreement for this period, with four subsequent contracts to be awarded based on available financial resources. The framework agreement will be concluded with a maximum of three economic operators ranked by the price offered, provided there are at least three qualified bidders. If fewer than three qualified bidders exist, the agreement will be concluded with all qualified operators. The award criterion for the framework agreement and subsequent contracts is 'BEST QUALITY-PRICE RATIO' per lot. The contracting authority will sign the framework agreement only with the top three ranked operators per lot. For each subsequent contract, competition will be reopened in the SEAP (Electronic Public Procurement System) among the top three ranked operators, with the contract awarded to the highest-ranked operator based on the same quality-price ratio criterion. Financial proposals will be resubmitted in SEAP before each subsequent contract is finalized, inviting framework agreement signatories to submit new financial offers. The contracting authority will ensure sufficient time for bid submission, considering the complexity of the contract and the time needed for submission. Offers will be submitted in SEAP and will not be opened until the submission period expires. Bidders may only improve their price in the resubmission process without affecting other established conditions. Each bidder must offer all products included in the respective lot. The award will be made for each lot separately, based on the maximum quantity of the framework agreement.
