Electronic Voting Solution and Support Services for 2026 Professional Elections in France

This contract opportunity involves providing an electronic voting solution and support for the organization, preparation, and execution of professional elections scheduled for December 2026. The services are required for the Ministry of Territorial Planning and Decentralization, the Ministry of Ecological Transition, Biodiversity, Forests, Seas, and Fisheries (collectively referred to as the 'MTE ministerial pole'), as well as the General Directorate of Civil Aviation (DGAC) and the Ministry of Agriculture and Food Sovereignty (MASA). This is a framework agreement with a minimum quantity of services, which include: 1) Project familiarization, 2) Preliminary studies and design, 3) Configuration of the voting solution and specific developments for one platform, 4) Provision of the voting solution in various environments for one platform, 5) Organization and conduct of test votes for one platform, 6) Performance testing of the electronic voting system (SyVE), 7) Testing of the business continuity plan (PCA) and recovery plan (PRA), 8) Development of an in-person training module, 9) Development of an online self-training module, 10) Development of FAQs, 11) On-site assistance from an organizing authority for election ceremonies, 12) Organization and conduct of professional elections, and 13) Basic functionalities. The total maximum value of the contract is 2,000,000 Euros excluding VAT, and it will be awarded to a single supplier.
