Romania – Software Security Packages – Software and Hardware Products for the Development of the STS Interoperability Platform for Remote Qualified Signature Service and for the Development of the Electronic Service for Long-Term Preservation and Guarantee of Electronic Signatures

In accordance with Law no. 92/1996 regarding the organization and functioning of the Special Telecommunications Service, supplemented by Law no. 266/2020, STS is the central specialized body, with legal personality, that organizes, leads, conducts, controls, and coordinates activities in the field of special telecommunications for public authorities in Romania and for other users specified in Annex no. 1 to the aforementioned law. According to the provisions of Law no. 214/2024 regarding the use of electronic signatures, time stamps, and the provision of trust services based on them, STS has become a qualified trust service provider according to the European Regulation 910/2014 on electronic identification and trust services for electronic transactions (https://eidas.ec.europa.eu/efda/tl-browser/#/screen/tl/RO/6). Complying with national and European requirements in the field, the STS Public Key Infrastructure (PKI STS) aims to provide solutions (products and services) regarding electronic identity in electronic transactions and to ensure the security of computer networks and IT applications offered to its beneficiaries. In accordance with legislation and practices in the field (Law no. 214/2024 and eIDAS Regulation no. 910/2014 with subsequent amendments), STS provides qualified certification services exclusively intended for beneficiaries under Law no. 92/1996. In order to develop new services associated with electronic signatures as well as to modernize and expand existing ones at the level of the Special Telecommunications Service, on April 10, 2024, the financing contract related to the project "Development of the STS interoperability platform for remote qualified signature service with other electronic document management services and development of the electronic service for the long-term preservation and guarantee of electronic signatures applied to electronically signed documents for central public authorities" was signed, financed through the Smart Growth, Digitalization, and Financial Instruments Program - PoCIDIF, Specific Objective RSO1.2 Leveraging the advantages of digitalization, for the benefit of citizens, companies, research organizations, and public authorities (FEDR), Action 2.2. E-Government and digitalization for the benefit of citizens/2.2.1 E-Gov in public administration/institutions, Measure 1 Public services intended for citizens and/or companies identified in the CSP managed by ADR and/or in accordance with the eGov Policy. Given the provisions of the aforementioned financing contract, it is necessary for STS to purchase software and hardware products for the development of the STS interoperability platform for remote qualified signature service and for the development of the electronic service for the long-term preservation and guarantee of electronic signatures. The contracting authority will respond clearly and completely to all clarification requests up to the 11th day before the deadline for submitting offers, for clarifications received at least 18 days before the deadline for submitting offers.
