Waste Treatment and Disposal Services in Romania

This public procurement is conducted jointly by a partnership of contracting authorities, based on Article 44 of Law 98/2016. GALATI COUNTY (Galati County Council) is the contracting authority mandated to organize this award procedure as the leading partner. The contracting authority refers to any of the beneficiary/signatory contracting authorities of the public procurement contract. The contracting authorities collaborating for this joint procurement are: - Galati County (Galati County Council); - ECOSERV Galati Intercommunity Development Association. The contract includes the design, execution, and operation of the transfer station and the mechanical-biological treatment station with anaerobic digestion in Galati, specifically: a) Development of Technical Project in accordance with national legislation, including all necessary documents (reports, drawings, calculations, etc.) and any documentation required for obtaining the construction permit; b) Preparation of documentation necessary for obtaining the required permits and approvals for execution; c) Construction works; d) Supply and installation of technological machinery and equipment; e) Testing and commissioning; f) Remedying any defects that may arise during the Warranty Period; g) Administration and operation of the transfer station and the mechanical-biological treatment station with energy recovery. The Warranty Period is 36 months. The operational period of the installations is 10 years. The contract defines 4 work sectors as follows: Sector 1 - Transfer Station Sector 2 - Mechanical Treatment Station Sector 3 - Anaerobic Digestion Station Sector 4 - Composting Station of Digestate - Design phase (6 months): development of Technical Project in accordance with national legislation, including all necessary documents. - Execution phase (24 months): construction works, supply and installation of technological machinery and equipment, testing and commissioning. - Operational phase (10 years): administration and operation of the transfer station and the mechanical-biological treatment station with energy recovery. The tariffs are presented in the Feasibility Study, and the summary of the maximum ceilings is presented below: The following table presents a summary of the maximum ceilings for the tariffs for the first year of operation: Tariff A - Tariff for treatment of residual waste entering TMB - 386.24 lei (Value (lei/ton, excluding VAT) - year 1 operation - 459.63 lei (Value (lei/ton, including VAT) - year 1 operation Tariff B - Tariff for treatment of separately collected biodegradable waste entering TMB - 360.46 lei (Value (lei/ton, excluding VAT) - year 1 operation - 428.95 lei (Value (lei/ton, including VAT) - year 1 operation Tariff C - Tariff for transfer - 126.98 lei (Value (lei/ton, excluding VAT) - year 1 operation - 151.10 lei (Value (lei/ton, including VAT) - year 1 operation Clarifications can be requested within a period not exceeding 20 days before the deadline set for submitting offers. The contracting authority will respond only once to all clarification requests received within 11 days before the deadline set for submitting offers.
