Support Services for COVID-19 Relief Fund Accounting

The NBank has been tasked with managing numerous new guidelines since the onset of the COVID-19 pandemic. This includes various support programs such as immediate aid, November, December, bridging, and restart assistance, along with several supplementary programs. Approximately 400,000 applications have been submitted for these aid programs. While most immediate aid applications have been processed (over 100,000), a significant number of final assessments for the bridging and restart assistance are still pending. Since 2020, NBank has utilized external support for this processing. Due to the increased volume of work, a new framework contract is being issued. It is expected that the processing of final assessment packages must be completed by the end of 2025 at the latest. The various federal COVID-19 aid programs are to be processed exclusively through a web portal provided by Init. Submitted final assessment packages are categorized into traffic light color groups: green (simple processing, minimal content review), yellow (discrepancies from the original application that need clarification), and red (significant discrepancies, account/address changes, or cases requiring detailed examination). NBank lacks the necessary infrastructure and personnel capacity to handle this internally by the end of 2025, making external support essential. The services required include: processing final assessment packages, ensuring completeness and consistency of submitted documents, clarifying uncertainties, and preparing final decisions. The contractor must provide the necessary infrastructure and hardware, while NBank will facilitate access to its technical resources and provide guidance.
