    Brief

Central Bedfordshire Council is looking for a provider to deliver Business Analyst level 4 apprenticeships between January and June 2026. The council aims to create a Business Analysis Team and is seeking a comprehensive development plan that includes progression routes into Improvement Specialist level 5 and Improvement Leader level 6 apprenticeships. The goal is to support and upskill current team members while also bringing in new apprentices. In early 2026, three individuals will be ready to start the Business Analyst level 4 apprenticeship, with an additional three places needed for other staff in 2027 or 2028. The council requires two places each for level 5 and level 6 apprenticeships as progression options for existing staff, with no specific timeline for these yet. The three candidates starting in March 2026 will include one current Junior Business Analyst and two new graduate recruits. The council prefers to work with a single provider who can offer all three apprenticeship pathways. If a suitable provider cannot be found through a competitive process on In-Tend, the council may consider splitting the requirements between two providers. The total maximum contract value is £156,000. The council is also interested in providers who can offer process mapping training to the wider team to ensure consistent practices and understanding of the methodology.
