Romania – Modernization of Power Stations

This project aims to modernize the 110 kV CHE Moroieni, 6.3 kV and 110 kV CHE Dobrești, 6.3 kV and 20 kV CHE Scropoasa power stations. Key objectives include: implementing state-of-the-art technological solutions to ensure optimal power flow, reducing technological consumption, and minimizing operational risks; establishing standard communication interfaces for integration into automation and SCADA systems at these hydroelectric plants; creating redundant fiber optic networks between all digital equipment in the field and ensuring synchronization of their internal clocks; implementing monitoring systems for electrical and non-electrical parameters of the equipment in the power stations; developing a system for monitoring, storing, and interpreting events related to the electrical protections installed in the stations; complying with current legislation; reducing environmental impact; lowering material costs and maintenance activities; enhancing operational safety, reliability, and availability of hydro units; achieving a lifecycle at least equal to the normal operational duration as per HGR 2139/2004 for installations and equipment; ensuring the use of non-polluting materials and technologies. The configurations of the stations, regarding primary circuits, will remain functionally unchanged, with the possibility of adding devices to enhance workplace safety. According to Article 172 (2) of Law 99/2016, the Contracting Entity establishes two deadlines for responding clearly and completely to all requests for clarification/additional information as follows: 1. DEADLINES FOR REQUESTS FOR CLARIFICATION: FIRST DEADLINE FOR REQUESTS FOR CLARIFICATION: - 35 days before the deadline for submitting offers; FIRST DEADLINE FOR RESPONSES TO REQUESTS FOR CLARIFICATION: - 30 days before the deadline for submitting offers; SECOND DEADLINE FOR REQUESTS FOR CLARIFICATION: - 20 days before the deadline for submitting offers; SECOND DEADLINE FOR RESPONSES TO REQUESTS FOR CLARIFICATION: - 15 days before the deadline for submitting offers.
