    Brief

    WRAP is seeking a contractor to conduct an addendum study to their 2025 Ceredigion County Council (CCC) kerbside waste and recycling collection service options appraisal. Following CCC's June 2025 service change restricting residual waste to three bags every three weeks, new data is available showing changes in waste composition. The contractor will use a custom in-house KAT model to compare the current service (Business As Usual) against the previously identified preferred option (Blueprint collections), incorporating updated waste tonnage data and assessing impacts on vehicle requirements, costs, and project outcomes. Deliverables include: updated modelling with financial analysis for core and non-core properties, a findings report, two rounds of stakeholder review and revisions, a non-technical summary in Word format, a PowerPoint presentation, an optional duplicate WTS infrastructure scenario analysis, and ongoing project management with weekly meetings. The contractor must provide a copy of the model (non-updateable format) and coordinate reviews with both WRAP and CCC throughout the project.
