Romania – Utility Vehicles – Mobile Cyber Incident Investigation Laboratory

The General Directorate for Internal Protection (DGPI) is the contracting authority and beneficiary of the ongoing project at the Ministry of Internal Affairs (MAI) titled 'Early Warning System - SAT'. This project aims to ensure a high level of trust and security to enhance the attractiveness of using the electronic identity card (CEI) and accessing related electronic public services. The early warning system is the optimal security solution for ensuring the operation of systems used in the issuance and circulation of CEI, as well as for the uninterrupted and secure use of electronic public services provided by MAI. This will create the conditions for the automatic collection, processing, validation, and integrated evaluation of multi-source data and information to anticipate, detect, prevent, and counteract security threats, both technical and non-technical, associated with the issuance and use of CEI. The project is funded through the National Recovery and Resilience Plan (PNRR) – Component 7 – Digital Transformation, Investment 8 – Electronic Identity Card and Digital Signature, Milestone 174 Implementation of support measures for the implementation of the electronic identity card. Given the evolution of cyber threats in the context of the unprecedented development of information technology, the technical limitations of security controls installed at MAI through previously successfully implemented projects, and the overwhelming number of cyber attacks in the current security context, it is necessary to develop tools for preventing, detecting, and countering cyber threats, which will lead to an increased level of security in the cyber infrastructures of the Ministry of Internal Affairs. The purpose of this procurement is to achieve the result specified in A1.2 Component 2 of the project - expanding the cybersecurity defense system of MAI by developing technical capabilities for detection, monitoring, and analysis of security events, interoperable with CERT-INT to correlate alerts with cyber threats and optimize actions for anticipation, prevention, and immediate response in the event of cyber incidents, specifically the acquisition of a mobile cyber incident investigation laboratory. According to Article 160 paragraph (1) of Law 98/2016, as amended, the deadline for any interested economic operator to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. The contracting authority will establish the deadline for responding to all requests for clarifications or additional information: 12 days before the deadline for submitting offers. - Clarification requests should be submitted in editable format.
