Romania – Software and IT Systems Packages – Framework Agreement for the Supply of Hardware and Software Products

The Ministry of Internal Affairs has signed Financing Contract No. 18441 on August 29, 2024, for the investment project "Early Warning System (SAT)" under the National Recovery and Resilience Plan, Component 7 - Digital Transformation, Investment 8 - Electronic Identity Card and Qualified Digital Signature, milestone 174 - Implementation of support measures for the electronic identity card. The beneficiary is the Ministry of Internal Affairs, through the General Directorate for Internal Protection. The technical and economic indicators were approved by Government Decision No. 361/09.04.2025. The objective of the investment proposed by DGPI aims to ensure a high level of trust and security to enhance the attractiveness of using the electronic identity card (CEI) and accessing public electronic services. To fulfill the obligations assumed, it is imperative to carry out an initial phase that consists of the modernization of the infrastructure used by the contracting authority. This activity involves the acquisition of both hardware and associated software, which are high-performance and based on the latest technologies available on the market, capable of utilizing AI technology. Through the awarding procedure, two Framework Agreements will be concluded for the following products: Lot 1 - 1. Integrated platform equipment for databases; 2. Backup platform equipment; 3. Software products. The software products are associated with the two hardware equipment. The maximum estimated value of the Framework Agreement for 24 months is 40,203,000.00 lei excluding VAT. Depending on the objective (investment) to which the products subject to the awarding procedure contribute, subsequent contracts may be concluded from any source of funding (state budget, non-reimbursable external funds, grants, etc.). The contracting authority will respond clearly and completely to all clarification requests by the 11th day before the deadline for submitting offers, for clarifications received at least 18 days before the deadline for submitting offers. At the time of submitting the offer, the economic operators participating in the awarding procedure will complete the DUAE with information regarding their situation according to the provisions of Article 193 paragraph (1) letters a) and b) of Law No. 98/2016. When completing the DUAE, the economic operator will select: "SELECTION CRITERIA" section A "Global indication for all selection criteria" ("This meets all the selection criteria imposed indicated in the relevant announcement or in the procurement documents indicated in the announcement").
