Brief
Ingeus is inviting potential partners to express their interest in providing rehabilitative services for individuals in the justice system. These services aim to support individuals transitioning back into the community by addressing their personal wellbeing, accommodation, health, education, training, and employment needs. The Commissioned Rehabilitative Services (CRS) are part of the Ministry of Justice's probation system, designed to help reduce reoffending through flexible and responsive support.
Ingeus currently collaborates with the probation service to deliver these services and is seeking new supply chain partners for the next phase of CRS, which will focus on men in prison or the community. The Invitation to Tender (ITT) for these services is expected to be released in September 2025.
The services will help users to:
• Build supportive relationships and social networks, including family, friends, and community groups.
• Connect with community-based activities and resources, such as volunteering and sports.
• Progress towards recovery from substance use and gambling.
• Achieve sustainable outcomes in housing, employment, and financial management.
We are looking for organizations with strong local community ties that can provide one or more of the following specializations:
• Community Link Work: Supporting social inclusion, emotional well-being, and connections to local services to help individuals build healthier relationships and integrate into communities.
• Education, Training, and Employment: Assisting service users in accessing training and sustainable employment opportunities.
• Accommodation Support: Helping service users secure and maintain suitable housing.
• Finance, Benefits, and Debt: Supporting service users in managing debt, assessing benefit entitlements, and improving financial management.
We encourage applications from small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) with strong community connections, as well as organizations that incorporate lived experience in their operations.
