Global Mail and Courier Services for HM Forces

The Ministry of Defence is seeking a comprehensive worldwide mail conveyance and courier service provider to support UK Armed Forces personnel, Defence Civil Servants and entitled family members stationed globally. The service will combine military and commercial transportation networks to ensure efficient, effective and resilient postal operations worldwide. Key Service Elements: - Scheduled worldwide mail conveyance including international inbound/outbound services, freight forwarding, customs management and tracking capabilities - Non-scheduled (ad hoc) urgent mail movements supporting HM Ships and deployed military operations with flexible collection and delivery - Airport road trunking for routine mail movement between BFPO headquarters and airport cargo facilities - UK road trunking providing collection and delivery services between BFPO, Royal Mail facilities, RAF Brize Norton and other Defence locations - Witness loading and specialist freight forwarding for secure international movement of designated consignments - Entry Summary Declaration (ENS) filing services for customs compliance and EU territory mail movements Required Capabilities: Suppliers must demonstrate proven experience in international freight forwarding, mail conveyance or logistics; access to worldwide transportation networks; appropriate aviation, freight forwarding and customs accreditations; robust tracking systems; ability to operate in secure government environments; compliance with UK transport, customs, security and health and safety legislation; and business continuity arrangements supporting operational military requirements. Experience with public sector or defence customers is desirable. The Ministry of Defence will conduct market engagement activities including Requests for Information (RFI) and supplier engagement events prior to formal procurement under the Procurement Act 2023.
