    Brief

This is a competitive defence and security contract for the Gladiator and Spartan Core Systems and Services, initially spanning 5 years with an optional 2-year extension, delivered as a managed service. The Gladiator system is a MOD-owned synthetic operational training capability that provides high-fidelity, secure, and cost-effective team and collective training for military force elements across multiple domains and in partnership with allied nations. It enables training at scale and complexity impossible to achieve in live environments by linking simulators to a central hub, overcoming real-world constraints such as airspace limitations, costs, and operational security concerns. The contract aims to: (a) sustain and enhance existing Gladiator capabilities; (b) support exploitation and benefits through platform integration; (c) enable interoperability across Defence Forces; and (d) adapt the capability for emerging synthetic training requirements, including the potential Royal Navy SPARTAN requirement for Maritime Collective Training to RN surface units. SPARTAN will leverage Gladiator's technology to build a Distributed Synthetic Training Hub capable of developing, delivering, and debriefing training scenarios and synthetic tracks via Tactical Data Links. This may require development and integration of additional simulation applications, digital assets, scenarios, and terrains to address modern threat complexity. Key Requirements: Suppliers must hold or obtain Personal Security Clearances (PSCs) up to SECRET (UK or NATO) level. The Cyber Risk Profile is classified as High. TUPE is anticipated to apply. Certain information required for service delivery is classified. Further security and technical requirements will be detailed during the tender process.
