Brief

The city of Lohja is seeking a Software as a Service (SaaS) solution for an early childhood education management system. The goal is to acquire a ready-to-use and cost-effective system that meets all mandatory functionalities outlined in the requirements list. Additionally, desired functionalities must also be fully operational to earn quality points, with specific exceptions noted in the software requirements Excel document. The system must comply with Finnish regulations and standards for early childhood education, including data protection and security requirements. The implementation project for the most suitable service will begin as soon as possible, aiming for full production use by November 30, 2025. Lohja's early childhood education includes both private and municipal daycare services, with 22 municipal daycare centers and 16 family daycare providers. The system will serve approximately 1,800 children, 3,500 guardians, 15 unit leaders, 450 staff members, and 6 administrative users. The system will be device-independent and accessible via a web browser or mobile application, facilitating a smooth application process for guardians. It will also support administrative tasks related to child placements and billing in accordance with relevant laws. The system will enable effective communication between staff and guardians, provide various reports for decision-making, and allow for easy data transfer to external systems. The service provider is expected to consider customer needs and engage in strong co-development with clients. User support services will be efficient and accessible, with enhanced support during the implementation phase. Software updates will be automated and scheduled outside of operational hours, with prior notice given for critical updates.
