    Brief

    The contract involves providing expert advisory services focused on intersectoral cooperation in the Warmian-Masurian Voivodeship. The main objectives of the project include: a) implementing organizational changes in public psychological and pedagogical counseling centers (PPP) in the region, b) supplementing the resources and equipment necessary for achieving these goals. The scope of the contract includes 360 hours of expert services, averaging 10 hours per month. The contractor is expected to: a) ensure the participation of one expert (at least twice a month) in online meetings with other team members, b) develop topics and issues established by the expert team, c) respond promptly to issues raised by training facilitators, supervisors, or during individual meetings, d) participate in meetings with specific PPPs to support the change process. The detailed description of the contract is provided in Annex 2 to the SWZ. The contracting authority does not allow variant bids or similar service orders as per Article 214, paragraph 1, point 7 of the Public Procurement Law. The contract duration is from the date of signing until March 31, 2028, or until the expert's hours are exhausted, whichever comes first. Services will be provided online. Payment will be made monthly within 30 days of receiving the invoice for the services rendered. Detailed conditions for contract execution and payment terms are included in the contract template in Annex 3 to the SWZ. There are no additional social, economic, environmental, or confidentiality requirements related to the execution of the contract. The contracting authority does not require employment contracts as per Article 95 of the Public Procurement Law. The contractor may subcontract parts of the contract and should indicate in the offer which parts will be subcontracted and the names of the subcontractors if known. The criteria for evaluating bids, including weights and assessment methods, are detailed in Chapter XIII of the SWZ.
