Cleaning Services for Urban and Rural Areas in Romania

This contract involves the procurement of cleaning services for facilities managed by the D.R.D.P. Cluj, aimed at maintaining the cleanliness and functionality of parking areas and restrooms for public access. The framework agreement is set for 2 years, with an estimated maximum value of 6,878,242.80 lei (excluding VAT) and a minimum value of 5,594,079.48 lei (excluding VAT). The quantities for the framework agreement and subsequent contracts will be detailed in the attached quantity lists. This framework agreement does not constitute a legal basis for public fund commitments; however, it will lead to subsequent contracts that provide the legal basis for payment. The contracting authority reserves the right to modify the contract in accordance with Article 221 of Law 98/2016, provided that such modifications do not constitute substantial changes. Key clauses include provisions for contract duration extensions, price adjustments due to legislative changes, and the possibility of increasing service quantities to meet performance indicators. Suppliers interested in participating in the procurement process can request clarifications up to 18 days before the submission deadline, with the authority responding to all requests 11 days prior to the deadline.
